PRIORITY ACTIONS FOR IMPLEMENTATION BY PARLIAMENTARIANS OF THE RESULTS OF THE WORLD SUMMIT FOR SOCIAL DEVELOPMENT

Order form This document contains the Inter-Parliamentary Council's findings and recommendations as to priority actions and steps to be taken by national parliaments for the effective implementation of the Declaration and Programme of Action adopted by the World Summit for Social Development (Copenhagen, 1995). These findings and recommendations were based on the report of the Tripartite Meeting of Parliamentary, Governmental and Inter-Governmental Representatives, at UN headquarters on 5-6 September 1996 , which was organized by the IPU in co-operation with the United Nations.

SEMINAR FOR MPs FROM WEST AND CENTRAL AFRICA

This seminar for parliamentarians of West and Central Africa, to contribute to the advancement of parliamentary democracy in the region, was held in Ouagadougou (Burkina Faso) in March 1996. It brought together 85 MPs from eight countries (Burkina Faso, Cameroon, Chad, Congo, Côte d'Ivoire, Guinea, Mali and Senegal), as well as experts from Europe and Africa.

This publication contains the texts of the opening speeches, the experts' introductory papers, and the summing-up of the discussions.

THE INTER-PARLIAMENTARY PROCESS OF SECURITY AND CO-OPERATION IN THE MEDITERRANEAN

Order form Illustrated brochure on the second IPU Conference on Security and Co-operation in the Mediterranean (CSCM), organized by the Inter-Parliamentary Union in Valletta (Malta) from 1 to 4 November 1995. The Conference brought together MPs from the Mediterranean coastal States as well as representatives of other countries and bodies with a direct interest in the future of the Mediterranean region.

The brochure is a complete guide to the CSCM process (background, issues at stake, participants, etc.) and contains excerpts from the debate, and the full text of the Final Document of the IInd CSCM.

DECLARATION ON "THE PARLIAMENTARY VISION FOR INTERNATIONAL CO-OPERATION INTO THE 21st CENTURY"

Order form The Declaration was adopted by the Special Session of the Inter-Parliamentary Council, held at UN Headquarters in New York, 30 August-1 September 1995. The Special Session was held at the invitation of the UN Secretary-General to mark the first half-century of the United Nations.

The two-page Declaration and 9-page set of Comprehensive Findings and Recommendations summarize the work of the 250 representatives from 73 national parliaments that took part in the session. These texts give impetus to international co-operation by providing the world community with food for thought as it tackles the challenges confronting people on the eve of a new century.

SEMINAR FOR PARLIAMENTARINS OF THE SOUTHERN AFRICA SUB-REGION

This Seminar was held in Zambia from 20-23 June 1995 at the invitation of the National Assembly and its theme was the functioning of a parliament in a multi-party democratic setting. It brought together over 80 parliamentarians and senior parliamentary staff from 13 African countries (Angola, Botswana, Kenya, Lesotho, Malawi, Mozambique, Namibia, South Africa, Swaziland, Tanzania, Uganda, Zambia, Zimbabwe).

This publication contains the papers presented by the resource persons on the various topics dealt with, speeches delivered at the inaugural ceremony, as well as the summing-up of discussions delivered by the Speaker of the National Assembly of Namibia.

A world statistical survey of women's right to vote and stand for election and their presence in national parliaments over the past fifty years: 1945-1995.

Published in August 1995, this survey contains world and regional comparative analyses and tables.

It also contains data charts on 186 countries and the two parliamentary assemblies directly elected: the European Parliament and the Central American Parliament.

The charts provide information on the date on which electoral rights were granted to women, the breakdown of seats between men and women and the dates on which women entered Parliament or became Speaker.

BEIJING PARLIAMENTARY DECLARATION

Order form On the occasion of the IVth World Conference on Women, the IPU held a Parliamentarians' Day to enable law-makers to play their role as a bridge between governments and civil society, as embodied by NGOs.

The Declaration adopted by the 500 MPs from 102 countries who attended the session affirms the commitment of parliamentarians to follow up the IPU Plan of Action and the Beijing Platform of Action in the most appropriate and effective way, and as rapidly as possible.

DECLARATION ON CRITERIA FOR FREE AND FAIR ELECTIONS

Order form The text of the Declaration on Criteria for Free and Fair Elections, adopted by the world inter-parliamentary community in Paris in March 1994, is available in a plastified, pocket-sized format for easy consultation in any electoral environment.

It provides a check-list of standards for free and fair elections, including voting and elections rights; candidature, party and campaign rights and responsibilities; and the rights and responsibilities of States in conducting elections.

REPORT OF THE IPU MISSION TO BOSNIA AND HERZEGOVINA, CROATIA AND THE FEDERAL REPUBLIC OF YUGOSLAVIA

PLAN OF ACTION TO CORRECT PRESENT IMBALANCES IN THE PARTICIPATION OF MEN AND WOMEN IN POLITICAL LIFE

The Plan of Action, which represented the Union's main intellectual input to the IVth World Conference on Women (Beijing, September 1995), was drawn up by the Parity Working Group and adopted by the Inter-Parliamentary Council in March 1994.

It proposes steps to remedy women's low involvement in political life by covering four areas: (i) Conditions for active participation by women in political life, (ii) The legal basis for equality, (iii) Participation in politics at the national level (particularly in political parties and during elections) and (iv) Women's participation in the Inter-Parliamentary Union's activities. Its annexes include the relevant conventions and other international texts.

REPORTS OF IPU ELECTION OBSERVATION MISSIONS TO CAMBODIA AND EL SALVADOR

Order form The official reports of the missions of parliamentarians that the IPU sent to observe the UN-organized elections in Cambodia in May 1993 and the voter registration and election campaign in El Salvador in February 1994. The Cambodia report provides an overview of the organizational framework for the elections, information regarding the election campaign, observations about the polling itself, determination of the election results, and the overall findings of the mission.

The El Salvador report describes the general situation and recent history of the country, and the electoral process (institutional framework and election campaign).

This reference work is an update of the first edition, which appeared in 1990. It contains information on the bodies existing in parliaments to deal with human rights questions (nature, composition, terms of reference, etc.), as well as on the various informal groups dealing with these issues.

ELECTORAL SYSTEMS: A WORLD-WIDE COMPARATIVE STUDY

Order form Published in January 1993, this study provides an overview of the different electoral systems found in the world and defines the relevant terminology used in a manner to make it as comprehensible as possible to the non-specialist.

It contains a succinct description of the voting method used in 150 countries - the process through which the votes cast by the electorate are translated into parliamentary seats. This country-by-country information is supplemented with some basic data in tabular form providing the number and name of the Houses of Parliament, number of seats, the term of the legislature, and the required age for voting and membership.
