Purpose of elections:

  Elections were held for all seats in Parliament on the normal expiry of the members' term of office.


Background and outcome of elections:

  Following the previous general elections of January 1991, the new Constitution of September 1992 decreased the number of National Assembly seats from 79 to 72. Of the five parties which fielded candidates in the 1995 poll, the ruling Movement for Democracy (MPD ) was mainly challenged, as before, by the African Party for the Independence of Cape Verde (PAICV).

On a calm polling day, the MPD - which, among other things, advocated market-driven economic policies - retained its absolute parliamentary majority despite losing six seats (due also to the constitutional reduction) while the PAICV - in power as the sole party until 1991 - for its part saw its total fall by two and claimed that the MPD had "bought votes". The newly founded Democratic Convergence Party (PCD) captured the remaining seat.

On 18 February 1996, President of the Republic Antonio Mascarenhas Monteiro (MPD) was re-elected for a five-year term. The Council of Ministers has been headed since January 1991 by Mr. Carlos Veiga.
