Purpose of elections:

  Elections were held for all the seats in Parliament on the normal expiry of the members’ term of office.


Background and outcome of elections:

  The 1990 National Assembly election was the first multiparty poll since independence in 1960. It was preceded by presidential elections on 28 October 1990, when incumbent Félix Houphouët-Boigny was returned for a seventh five-year term albeit in an atmosphere of tension marked by opposition allegations of irregularities. The President’s candidacy had been approved without debate at the ninth congress of the ruling Parti démocratique de Côte d’Ivoire (PDCI) in early October 1990, albeit divisions between party “old guard” and pro-reform members were much in evidence.

Of the country’s 26 legal political parties, 17 fielded candidates for the Assembly’s 175 seats. Counting independents, contestants totalled 490; nearly half of them belonged to the PDCI. It was challenged mainly by the Front populaire ivoirien (FPI) and other “democratic left” parties which, however, could not arrive at a general agreement on joint candidatures. PDCI members were unopposed in 45 constituencies.

Campaign oratory concerned to a great extent the country’s ailing economy and the required redressive measures. Polling day was marked by a high abstention rate (approximately 68%). The PDCI retained 163 seats, the FPI coming in second with nine. The opposition once again alleged intimidation and fraud in the voting procedure.

On 7 November, Mr. Alassane Ouattara (PDCI) had been appointed to the newly created post of Prime Minister. On 30 November, the composition of a new Council of Ministers was announced.
