Purpose of elections:

  Elections were held for all the seats in Parliament one month before the normal expiry of the members’ term of office. In view of the polling, Parliament was dissolved on 20 October 1989.


Background and outcome of elections:

  Following the previous (December 1986/January 1987) general elections, political instability continued in Nauru as opposing forces shared the 18 parliamentary seats.

In August 1989, President of the Republic Mr. Hammer DeRoburt resigned after being defeated in a vote of no confidence relating largely to the Government’s financial record and investment policies. Mr. DeRoburt was succeeded by Mr. Kenas Aroi. Mr. Aroi in turn resigned for health reasons and, on 12 December, Parliament elected Mr. Bernard Dowiyogo to the presidency over Mr. DeRoburt. He heads a five-member Cabinet.
