Purpose of elections:
	Elections were held for all seats in the Parliament on the normal expiry of the members' term of office.
Background and outcome of elections:
	A total of 1019 candidates, including independents and representatives of five political parties, contested the December 1999 elections. Some 184 members of the chamber were elected in the first round, on 5 December. The second round of voting was held on 19 December in 66 electoral districts, in which none of the candidates had secured the minimum 50 percent of the vote. The former communist People's Democratic Party (PDP) emerged as the largest single party in parliament although it won 21 seats less than in the previous elections. The National Democratic Party FIDOLKORLAR of President Karimov won 34 seats. The largest bloc of seats (110) is held by local nominees who do not belong to any party. The Organisation for Security and Cooperation in Europe sent an assessment mission of 17 persons but refused to send a full observer team, alleging that Uzbekistan had failed to honour commitments to make the parliamentary elections free and fair by preventing two opposition parties from participating. The new parliament held its first sitting on 22 January. At the opening sitting, the outgoing Speaker, Erkin Khalilov, was re-elected to the same position.
