Mandate The specific mandate of the Committee is to recommend appropriate legislative proposals that will address all matters directly and principally relating to the effects on various social sectors of WTO policies and other actions to harness opportunities offered by globalization for economic development.
Membership To date, the Committee is composed 21 members who were elected by the House of Representatives following their nomination by the majority and minority leaders. It has a Chairperson, 3 Vice-Chairpersons, 14 members from the majority coalition party and two from the minority party.
Working methods The Committee acts upon all measures referred to it by the House and prioritizes the issues to be included in its agenda. It may also, motu propio, by a majority vote of all its members, conduct hearings and inquiries on issues and concerns which fall under its jurisdiction. Meetings are usually held in public unless the Committee, in its judgment, perceives that certain issues may affect the national interest; in which case it may decide to hold in camera meetings. The Committee is empowered to summon government officials and private individuals to testify and present their views or issues under consideration. Once a decision is reached, the Committee submits a report to the House indicating its recommendations on a given measure. Principal sources of information include the Department of Trade & Industry, the Department of Agriculture, the Tariff Commission, the Bureau of Customs, the National Economic and Development Authority, the Philippine Institute for Development Studies and the Department of Foreign Affairs.
Relations with other parliamentary bodies The Committee coordinates with other standing committees in the House which have similar jurisdictions, such as the Committee on Trade & Industry, the Committee on Agriculture, and the Committee on Ways & Means. Joint committee hearings are sometimes conducted on certain legislative proposals.
Relations with external bodies All sectors of society, including government agencies, civil society and the private sector, whose interests are affected by any pending measures, are given sufficient opportunities to be heard. Committee members actively participate in major intergovernmental negotiating fora, such as WTO Ministerial Conferences.
Subjects dealt with Some of the issues frequently discussed by the Committee are tariff reduction, trade negotiation strategies, varying tariff modes in other countries, safety nets for trade agreements, agricultural sector competitiveness, and trade balance.
