PARLIAMENTARY MEETING ON THE OCCASION OF THE UNITED NATIONS CLIMATE CHANGE CONFERENCE

COP20/CMP10 The 20th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) and the 10th session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol, commonly known as COP20/CMP10, will take place in Lima, Peru, from 1 to 12 December 2014.

The IPU and the Congress of the Republic of Peru, with the support of the geopolitical Group of Latin America and the Caribbean of the IPU (GRULAC), will organize a Parliamentary Meeting in conjunction with the Climate Change Conference in Lima. The Meeting will offer parliamentarians an opportunity to obtain first-hand information on the main issues and orientations of COP20/CMP10, interact with government negotiators directly involved in the UNFCCC decision-making process, gain better knowledge of the recommendations adopted by the IPU with regard to parliamentary action on climate change, and exchange views on parliamentary follow-up to the session in Lima.

The Parliamentary Meeting will take place on Monday, 8 December 2014,
on the premises of the Congress of the Republic of Peru in Lima.

As on similar occasions in the past, the Meeting in Lima is intended for parliamentarians attending the UNFCCC session as members of official national delegations or in any other capacity, such as observers representing civil society organizations.

Important notice. The IPU and the host Parliament are not in a position to facilitate accreditation to COP20/CMP10, provide visa support for entry into Peru or hotel accommodation in Lima. These matters should be dealt with by each delegate individually, as part of the overall COP20/CMP10 accreditation procedure.

About the draft outcome document. The Parliamentary Meeting in Lima is expected to adopt a succinct outcome document, which will be conveyed to the UN Climate Change Conference. The constraints of the format of a one-day event are such that the draft must be adopted by the Parliamentary Meeting without resorting to a vote or extensive re-drafting. The Rapporteur of the Meeting in Lima, Mr. Sergio Tejada Galindo (Peru), had prepared a preliminary draft, which was circulated in advance of the 131st IPU Assembly and discussed by the IPU Standing Committee on Sustainable Development, Finance and Trade at its session in Geneva on 14 October 2014. On that occasion, the delegates made a number of observations. A revised preliminary draft was prepared after the Assembly and posted on the IPU website for formal amendments with a deadline of 15 November 2014. The final draft, which incorporates a number of amendments received by that date, will be submitted for adoption at the conclusion of the Meeting.

SIDE EVENT ON 9 DECEMBER ON COP20/CMP10 PREMISES

In addition to the Parliamentary Meeting taking place at the Congress of the Republic on 8 December, the IPU and ICLEI-Local Governments for Sustainability will jointly organize a panel discussion on the theme "From vision to action plan - Raising the global level of ambition through national and local action" on 9 December, from 18:30 to 20:00, on COP20/CMP10 premises (room Maranga). The panel will be held in English only. The IPU-ICLEI panel is one of the many COP20/CMP10 side events, the full programme of which is available on the UNFCCC website. All such events will be open to delegates duly registered to the UNFCCC session and in possession of a valid COP20/CMP10 badge. A flyer announcing IPU-ICLEI side event can be found here.

 

IMPORTANT LAST-MINUTE INFORMATION ABOUT ACCESS TO THE CONGRESS OF THE REPUBLIC ON 8 DECEMBER

Delegates are kindly advised that they should arrive at the premises of the Congress, Palacio Legislativo, as early as possible, starting from 8.30 a.m. Please allow for at least 30 minutes for security checks and distribution of badges. Access to the area adjacent to the Palacio Legislativo by vehicles will be limited to diplomatic cars only. Delegates arriving by other means of transport, including taxis, should go to the intersection of Huallaga Street and Ave. Abancay, where they will be directed to proceed on foot to the entrance of the Congress.
