Assistant Officer (P-1), Legal and Human Resources, Division of Support Services

Organizational setting and reporting

The assistant officer will work in the Division of Support Services of the Inter-Parliamentary Union.  The incumbent will report to the Director of the Division.

Responsibilities

Within delegated authority, the assistant officer will be entrusted with the following duties:

  • Researches, collects and analyses information pertaining to human resources and legal matters;
  • Drafts correspondence, minutes and proposes follow up steps in the context of the work of the Division of Support Services.
  • Assists in the preparation and review of donor, supplier and consultancy contracts, as well as Memoranda of Understanding;
  • Tracks status of contracts by maintaining a log book;
  • Assists in organizing recruitment panels;
  • Interprets and applies IPU Human Resources Rules and Regulations as well as internal procedures and processes, analyses and evaluates individual cases and recommends the optimal course of action to supervisor;
  • Performs research or completes specific parts of projects, including obtaining factual information from inside and outside the IPU;
  • Organizes and analyses relevant data and statistics using available databases;
  • Provides information to Managers and staff on the application of Human Resources Rules & Regulations;
  • Performs other related duties as required.

The work involves frequent interaction with the following:

  • Staff of the IPU Secretariat.

Qualifications

Education: University degree in Law, Business or Human Resources mandatory.

Professional experience: At least two years of progressively responsible experience working at national and international levels in human resources or law. Experience in legal research and drafting is desirable.

Languages: Oral and written proficiency in English, including the ability of drafting to a high standard. Working knowledge of French would be an advantage.

Duties applicable to all staff

Actively work towards the achievement of the IPU’s strategic objectives. Perform any other work-related duties and responsibilities that may be assigned by the Director of the Support Services.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Compensation

The Inter-Parliamentary Union offers an attractive salary and benefits package comparable to that of other international organizations headquartered in Geneva, commensurate with education and experience.

Indicative Annual Net Salary at the P-1 level (entry level, net of tax)

USD 37’012 at single rate (plus allowance for primary dependants if applicable).

Post Adjustment

A post adjustment for Geneva will be paid in addition to the above amount taking into account the exchange rates established by the International Civil Service Commission (website: http://icsc.un.org/). This rate stands at 75.85% for December 2019.

Employment policy

This position will be filled through an international recruitment process that will be open to internal and external applicants. From among equally qualified candidates, preference will be given to the under-represented sex and persons from countries not represented in the Secretariat.

This position will be based in Geneva. It will be for an initial period of two years, renewable depending on satisfactory performance and availability of funding.
