Online preparatory briefing for parliaments of countries which will be examined by the UN Human Rights Council (HRC) through its Universal Periodic Review (UPR) from 1 to 12 May and 6 to 18 November 2023 in the framework of the fourth cycle of the UPR. This briefing is being organized by the Inter-Parliamentary Union (IPU) and the Office of the United Nations High Commissioner for Human Rights (OHCHR).

Through its Universal Periodic Review (UPR), the UN Human Rights Council (HRC) examines the human rights situation of each UN Member State every four and a half years. Parliaments, as the guardians of human rights, have a determining role to play in this process.  As part of the IPU’s effort to support parliamentary involvement in this process, as it did during the first three cycles - the online preparatory briefing aims to explore with parliamentarians and parliamentary staff of the 28 countries scheduled to be reviewed in May and November 2023, avenues to improve their contribution to the UPR process during this cycle and to the work of the HRC in general.
