145th IPU Assembly votes to debate emergency item on Ukraine

The 145th IPU Assembly, taking place this week in Kigali, Rwanda, has voted to debate an emergency resolution entitled Condemnation of the invasion of Ukraine and of the subsequent annexation of territories in defence of the territorial integrity of all States.

The resolution was submitted by the parliamentary delegation of Chile and the members of the Group of Latin America and the Caribbean parliaments.  

IPU Assembly rules stipulate that “a request for the inclusion of an emergency item must relate to a recent major situation of international concern on which urgent action by the international community is required and on which it is appropriate for the IPU to express its opinion and mobilize a parliamentary response. Such a request must receive a two-thirds majority of the votes cast in order to be accepted.”

Any Member Parliament of the IPU may request the inclusion of an emergency item in the Assembly agenda which is then debated by the parliamentarians attending. A drafting committee, made up of representatives of the different geopolitical groups at the IPU, then adjusts the resolution, taking into account comments made during the debate.
