Extreme risks from AI: the parliamentary role in setting limits

A growing body of scientific and political opinion holds that some uses and capabilities of artificial intelligence (AI) are too dangerous to permit under any circumstances. Independent expert assessments identify four primary areas of concern: AI-enabled offensive cyber capabilities, including risks to nuclear command and control; the facilitation of biological and chemical weapons development by non-experts; large-scale manipulation capable of undermining democratic processes; and the loss of human control over highly autonomous systems. 

A Global Call for AI Red Lines, launched at the UN General Assembly in September 2025, calls for categorical prohibitions on what an AI system may be built or used to do and presses governments to conclude a binding international agreement. Where the limit of acceptable risk lies is a judgement about what a society is willing to accept and the engagement of elected representatives is therefore essential. This calls for a broad-based conversation, with parliaments as key actors to help build agreement across political and regional divides and engage the public in the discussion. 

This webinar brings together experts in the field, parliamentarians and other stakeholders to consider how parliaments can focus political and public attention on unacceptable AI risks and catalyse urgent action at the national and international levels.
