Methodologies for assessing the digital maturity of parliaments

For parliaments that want to advance their digital transformation journeys, understanding their level of digital maturity is critical. This webinar will introduce the concept of digital maturity in parliament, then showcase two complementary methodologies for assessing digital maturity. It offers practical tools that can help parliamentary planners and practitioners in all parliaments, whatever their current level of digital maturity. 

  • The IT Maturity Assessment Tool (IMAT) provides parliaments with a structured approach to self-assess four critical organizational enablers: digital strategy, key IT processes, digital transformation initiatives and IT efficiency, helping parliaments to plan achievable improvements over the medium-term. IMAT has been developed by the European Parliament, which coordinates the IT Governance Hub in the IPU’s Centre for Innovation in Parliament

  • The IPU’s Digital Maturity Assessment (DMA) helps parliament to benchmark themselves against a global dataset of parliaments, enabling them to identify their comparative strengths and areas for improvement. The DMA is based on the six areas assessed in the Digital Maturity Index in the 2024 World e-Parliament Report: governance and strategy, infrastructure, parliamentary systems, user support, digital content publishing, and public engagement. 

A case study from a parliament assessing its digital maturity will illustrate the real-life experience and the practical outcomes of using these assessment frameworks.

  • Senior parliamentary managers, including Secretaries General
  • Parliamentary staff who hold the digital transformation and innovation portfolio
  • Senior IT staff, including CIOs and CTOs
