The smart governance benchmark: Council of Representatives of Bahrain achieves ISO certification for AI
The Council of Representatives of Bahrain has been awarded ISO/IEC 42001:2023 certification, becoming one of the first legislative bodies to earn formal recognition for its AI management systems. The certification reflects the institution’s systematic approach to managing AI risks and opportunities within its operations, supporting its broader digital transformation agenda aligned with the Bahrain Economic Vision 2030.
ISO/IEC 42001 is a relatively new international standard that provides a management framework for organizations implementing AI systems. The standard requires institutions to establish governance structures, risk protocols and oversight mechanisms that ensure the AI applications they deploy operate securely, transparently and ethically. For a legislative body, achieving this certification signals both technical competence and institutional commitment to responsible technology adoption.
Beyond institutional benefit, the Council of Representatives’ achievement carries broader significance. It demonstrates a practical model for how legislative bodies can integrate advanced technologies responsibly. This is a concern of growing importance as parliaments worldwide explore digital transformation. The work aligns closely with the IPU’s vision of democratic institutions that proactively address technological change while maintaining accountability and transparency. Rather than treating AI as a peripheral efficiency tool, the Council of Representatives has embedded it within a management framework that treats responsible deployment as a core governance question.
The path to certification required substantial organizational work. The institution developed a comprehensive e-Parliament system that applies AI to legislative analysis and committee decision-support processes, enabling more informed scrutiny of complex policy proposals. Simultaneously, the chamber implemented a paperless operational model across all daily operations. This was a foundational shift that modernized information management while reducing waste. Central to this transformation was the establishment of robust data governance protocols to ensure data quality, security and privacy. These prerequisites matter for both ISO compliance and responsible AI deployment – because without reliable data practices, AI systems cannot function reliably or ethically.
The certification supports several interconnected AI initiatives housed within the institution’s smart parliamentary platform:
- the “parliamentary consultant” tool, which assists with legislative analysis
- a digital platform enabling online workflows
- digital law analysis capability
- the “analytical session” functionality for enhanced deliberation
- a “smart researcher” function
Collectively, these tools accelerate internal processes and modernize how the Council of Representatives manages legislative work – from drafting to committee review and analysis.
The Council of Representatives views the certification not as a destination but as a foundation for continued innovation and international knowledge-sharing. Moving forward, the institution plans to expand AI applications in public service delivery while developing supportive legislation for technology adoption across Bahrain. A key priority is disseminating lessons learned through international forums and specialized workshops, encouraging peer parliaments to adopt similar management frameworks.
This commitment to knowledge exchange reflects an important principle: namely, that institutional cooperation on AI governance strengthens democratic practice globally. As more legislatures experiment with AI applications, so shared standards and transparent learning about implementation challenges become increasingly valuable. By publicly documenting its certification journey and contributing to international dialogue, the Council of Representatives is helping establish norms for how parliaments can approach technological transformation.
