Nearly every country in the world has some form of parliament. Parliamentary systems fall into two categories: bicameral and unicameral. Out of 190 national parliaments in the world, 78 are bicameral (156 chambers) and 112 are unicameral, making a total of 268 chambers of parliament with some 44,000 members of parliament. Host for Hispanophone hub innovation hubThis hub is part of the Centre for Innovation in Parliament.
The regional hubs promote the effective use of technology in parliaments by sharing and consolidating information on past, ongoing and future ICT initiatives at regional level, and through the CIP secretariat at global level. Membership: any Spanish-speaking parliament.
The Hispanophone hub is aimed at Spanish-speaking parliaments, and in addition aims to share technological tools, software developed by the parliaments, and free access third party software, through a dedicated portal.
Innovation stories
On 25 January 2023, the IPU’s Centre for Innovation in Parliament held a webinar as part of the launch of the World e-Parliament Report 2022. The event looked at how the period of “enforced innovation” brought about by the COVID-19 pandemic had affected parliamentary working methods and practices.
In this case study, we look at Virtual Congress, a digital participation and engagement platform used by the National Congress of Chile. Members of the public can use the system to consult, review, and comment and vote on legislative proposals before parliament.
The pandemic caused by the COVID-19 virus has had a significant impact on citizens’ lives, with both economic and social effects. As a result, parliament has had to take drastic and urgent measures to meet the new demands of citizens in this complicated time of pandemic. In mid-March, Chile’s Chamber of Deputies, through its information technology department, had to completely rethink its yearly objectives and plans, the main aim being to ensure the continuity of the day-to-day functions of the Chamber by remote means. The primary focus was on the tasks associated with debates, voting and document management.

A new IPU report shows that information and communication technology (ICT) is helping parliaments become better connected and more transparent, and that MPs are engaging more with people through social media and instant messaging. The report is being launched at the IPU’s World e-Parliament Conference taking place from 3-5 December in Geneva, Switzerland. At the conference, the IPU will also launch the Centre for Innovation in Parliament, a new resource to support the use of digital tools in parliaments.
