The 2026 in-person meeting of the CIP’s Parliamentary Data Science Hub brought together 23 parliaments in Rome for three days of candid reflection on AI implementation. The picture that emerged is consistent and sobering: AI adoption is outpacing AI governance, shadow use is widespread, and capacity rather than funding is the real bottleneck. The meeting produced a set of practical recommendations that span the full AI journey and treat AI as a governed institutional capability.

Dr Andy Williamson (Senior researcher at CIP, the IPU’s Centre for Innovation in Parliament) notes that there is nothing new about AI. But we have certainly embarked on a new level of AI integration. Technology can now engage with us directly, generate new content and predict outcomes. This could transform a wide variety of settings, including parliaments.
