The 2026 in-person meeting of the CIP’s Parliamentary Data Science Hub brought together 23 parliaments in Rome for three days of candid reflection on AI implementation. The picture that emerged is consistent and sobering: AI adoption is outpacing AI governance, shadow use is widespread, and capacity rather than funding is the real bottleneck.
