In this issue, we report on how the German Bundestag is using its artificial intelligence (AI) governance model to find ways to prioritize specific AI projects and balance various institutional needs. We also explore how members of the National Assembly of Zambia are engaged in shaping the digital transformation of their parliament. This issue also includes updates on the activities of Centre for Innovation in Parliament (CIP) hubs, which bring together parliaments around common interests.

Prioritizing AI use cases at the German Bundestag

The AI Cloverleaf Model, developed by the German Bundestag, provides an interesting framework for translating the possibilities of artificial intelligence (AI) into practical, department-specific opportunities while ensuring that relevant checks and balances are in place – and, therefore, that the institution remains aligned with democratic values and ethical principles in its use and adoption of AI.

The Parliamentary Reforms and Modernisation Committee demonstrates how parliamentary modernization can succeed when driven by the people who will actually use the technology.

The road to AI maturity

In June 2025, representatives from 17 parliaments gathered in the Senate of the Netherlands in The Hague to discuss the journeys they were taking towards AI maturity. The meeting, convened by the Centre for Innovation in Parliament’s (CIP) Parliamentary Data Science (PDS) Hub, highlighted how parliaments worldwide were moving beyond AI experimentation and towards strategic implementation.

The first online meeting of the re-launched Pacific Regional Hub took place on 19 June 2025. The one-hour session, which was hosted by the Parliament of Fiji, brought together parliamentary staff from across the Pacific region, marking an important milestone for the Hub.

Parliamentary Data Science thematic hub

In June 2025, representatives from 17 parliaments gathered in the Senate of the Netherlands in The Hague to discuss the journeys they were taking towards AI maturity. The meeting, convened by the Centre for Innovation in Parliament’s (CIP) Parliamentary Data Science (PDS) Hub, highlighted how parliaments worldwide were moving beyond AI experimentation and towards strategic implementation. The discussions revealed that AI adoption in democratic institutions was not about the technology itself, but rather about solving real parliamentary problems.
