Hluttaw Learning Centre Trainer - Parliamentary ICT Skills

1. Background

The Constitution of the Republic of the Union of Myanmar (the Constitution) came into force in 2008.  Chapter 4 of the Constitution establishes the Union Legislature or Pyidaungsu Hluttaw comprising two Hluttaws that are generally equal in status. The term of the Union Hluttaw is 5 years from the day of the first session of the Pyithu Hluttaw. Following the Myanmar election held on 8 November 2015, newly elected MPs were sworn in as MPs of the Pyithu Hluttaw on Monday 1 February 2016, and of the Amyotha Hluttaw on Wednesday 3 February 2016.

The Inter-Parliamentary Union and UNDP have since 2013 supported the Hluttaw-led institutional change agenda focused on building the Union Parliament into a strong and effective democratic institution. The UNDP/IPU parliamentary strengthening program delivers a long-term, multi-faceted approach to capacity building, covering capacity building for the Parliamentarians, the Parliamentary Administration as well as for the Region and State Hluttaw. IPU supports overall PSP results at the Union level, integrating the areas of ICT development and information management and support to the Hluttaw Learning Centre in helping address the Hluttaw’s institutional development priorities.

The Learning Centre was opened in 2015, providing a high quality facility for in-house training and learning. The Learning Centre enables the Parliament to strengthen capacity and skills of MPs and staff on a sustainable basis, and provides coherence behind development partner support to training and learning. The aims of the Learning Centre are:

  • To create a world class Parliamentary Learning Centre that enhances the capacity of MPs and Staff resulting in improved performance of the Hluttaw and increased public trust in the Institution. 
  • To be a fully self-sustained and managed Centre of excellence by 2018

The Hluttaw Learning Centre has delivered a programme of professional development for MPs since 2016. MPs have stated that ICT and computer skills are essential to support them in undertaking their duties. In response to this, the Learning Centre established drop in services and short courses in ICT and computer skills to allow MPs to access advice, skills practice and learning facilities and resources.

The Hluttaw Offices have identified core and department-specific ICT skills as priorities to strengthen service delivery to MPs. A programme of foundation ICT skills has been developed with supporting material to ensure that staff at all levels have the sufficient level of computer literacy to undertake their duties effectively, support MPs to use ICT, and engage with new technology as it becomes available. The programme has been rolled out through the Learning Centre Train the Trainer (TTT) programme, with ICT trainers from the Hluttaw staff working independently to improve ICT skill levels of their peers and support MPs through drop in services.

From January-March 2018, 23 staff from three Hluttaws underwent a Specialised TTT Programme delivered by Melbourne Polytechnic. The outcome of this programme are a cadre of Hluttaw staff trainers with the knowledge and skills to sustainably meet capacity development needs of Union and Region and State Hluttaws, and on-going support will be provided to these staff through the Hluttaw Learning Centre.  In 2017 and 2018, all Region and State Hluttaws have recruited a large number of new staff without prior parliamentary experience who require additional training, including in ICT. TTT at Union level has laid the groundwork for self-sustained staff development, with the first small-scale training courses for staff of Region and State Hluttaw administrations being delivered in Q1 2018, including in ICT skills

ICT support to MPs and staff delivered through the Hluttaw Learning Centre helps to meet the objectives of the Myanmar Hluttaw ICT Strategic Plan 2017-2018, under the direction of the ICT Steering Committee composed of senior staff from three Hluttaws at Union level:

  • the delivery of e-services ‘into the hands’ of MPs, Hluttaw Administration staff; 
  • engaging citizens in parliamentary work; and
  • upholding principles of cost-effectiveness and sustainability of ICT operations through sound ICT planning, development and management.

In 2018, the development of the Hluttaw intranet will provide access to electronic resources within the Hluttaw and an integrated website will support Hluttaw outreach to the public. A key requirement in the delivery of the ICT strategy is the development of a working culture in using ICT, and the Learning Centre is well-placed to support capacity building for MPs and staff to effectively utilise new technology.

The Joint Coordination Committee on Hluttaw Development are considering a permanent governance structure that will ensure that the Hluttaw Learning Centre meets its sustainability aims and is fully Hluttaw-led, managed and staffed. Under this structure, a proposed Learning Centre Office will perform duties in Curriculum and Teaching, Administration and Monitoring and Evaluation and would be staffed from the Hluttaw Offices with technical support and on-the-job training from UNDP/IPU. The Office will require support in developing ICT curricula and training for the assigned staff to ensure effective delivery of its duties.

Meeting the aims for a self-driven centre of parliamentary capacity development and knowledge exchange helps to build robust, people-centered parliamentary institutions at national and sub-national levels that have the capacity and durability to engage in key national priorities including the peace process, federalism and constitutional reform.

2. Purpose and scope of work

UNDP/IPU is seeking a Hluttaw Learning Centre Trainer: Parliamentary ICT Skills. The Hluttaw Learning Centre Trainer will work under a revised governance structure for the Hluttaw Learning Centre, which will be led and managed by the Hluttaw Offices, and will receive supervision and technical support from the Chief Technical Advisor, Parliament; the Learning Centre Advisor; and the Parliamentary Capacity Development Specialist.  

The Hluttaw Learning Centre Trainer will work within the curriculum design and training section of the Learning Centre to design and deliver programmes which meet the specific and varied needs of MPs and Hluttaw staff in using ICT to effectively undertake their duties. The Hluttaw Learning Centre Trainer will support the ongoing development of Hluttaw staff trainers, working under the Hluttaw Office governance of the Learning Centre and alongside the Parliamentary Capacity Development Specialist to ensure that these trainers develop the knowledge and skills necessary to work independently and are effectively utilised to deliver ICT training to MPs and staff. This will involve supporting the development of material and overseeing delivery of training and assessments conducted by Hluttaw staff trainers.

The Hluttaw Learning Centre Trainer will also work under the guidance of the Hluttaw ICT Steering Committee to support ICT development goals and Strategic Objectives. The Hluttaw Learning Centre is expected to be asked to provide support for capacity development of MPs and staff to effectively use the Hluttaw SharePoint intranet and integrated website.

In 2018, Region and State Hluttaws have identified ICT development as a key priority and there is expected to be a demand for MP and staff training. On request by the Hluttaw Leadership, the Hluttaw Learning Centre will oversee and facilitate experience sharing between Union and Region and State Hluttaws in ICT training, and support integration of training programmes and Hluttaw staff trainers into support for Region and State Hluttaw development.

The Hluttaw Learning Centre Trainer will help meet the needs of revised governance and staffing structure for the Hluttaw Learning Centre and work towards sustainability of all Hluttaw Learning Centre work. This will include contributing to the development of ICT systems support for the Learning Centre and delivering all necessary ICT support for Hluttaw staff assigned to training administration and reporting duties of the Learning Centre; and supporting development of Learning Centre intranet page and content.

A key part of the assignment will be to ensure a monitoring, evaluation and reporting framework to collect results on the outcomes of the programmes, assessing how MPs conduct their duties, and demonstrating how Hluttaw office services have improved through the training. Upon Hluttaw staff being assigned to a Learning Centre Office, the trainer will support training and mentoring in monitoring, evaluation and reporting, ensuring that data for all ICT-related programmes are collected and reported.

3. Objectives and duties

The objectives of the assignment are:

  1. Design and deliver tailored training programmes, working alongside Hluttaw staff trainers, to meet identified needs and achieve measurable improvements in:
  • The ability of MPs to conduct their duties using ICT;
  • The services provided by Hluttaw Office departments to MPs, Committees, Speakers and the public through use of ICT.
  1. Ensure significant progress towards meeting sustainability goals of the Learning Centre through building the capacity of Hluttaw staff trainers to sustainably deliver ICT training
  2. Strengthen ICT capacity in Region and State Hluttaws by designing experience-sharing activities and supporting TTT capacity development at both Union and Region and State levels
  3. Ensure progress towards a Learning Centre that is Hluttaw-led and operated by supporting design of Learning Centre ICT systems and training for Hluttaw assigned to Learning Centre administration and reporting duties
  4. Support the ICT Steering Committee to meet ICT Development Goals and Strategic Objectives through design and delivery of ICT capacity development activities as required.

The Hluttaw Learning Centre Trainer - Parliamentary ICT Skills will be responsible for supporting the Hluttaw to meet its Strategic Objectives through the following duties:

  • Conducting approved ICT needs assessments of MPs and Hluttaw Office departments and making programming recommendations
  • Providing drop in services and short courses in ICT to support the capacity of Members to undertake their duties more effectively and efficiently
  • Designing and delivering tailored training to strengthen the services delivered by Hluttaw Office departments, incorporating Hluttaw staff trainers to ensure sustainability
  • Ensure sustainability and transfer of UNDP support to the Learning Centre through providing ongoing training and mentoring for Hluttaw staff trainers to deliver computer skills support to MPs and Hluttaw office staff, including ensuring Hluttaw staff trainers can independently deliver ICT foundation skills training
  • Producing high-quality training material tailored to the needs of MPs and parliamentary staff that is retained as Hluttaw Learning Centre knowledge products and made available for self-study on the Hluttaw intranet and website, where relevant and suitable
  • Supporting integration of the Hluttaw Learning Centre in UNDP programme support to Region and State Hluttaws, including integrating Hluttaw staff trainers at Union level with support to Region and State Hluttaws and supporting TTT for Region and State Hluttaw staff
  • Ensure progress towards a Hluttaw-operated Hluttaw Learning Centre by developing ICT systems for administration and reporting and training for Hluttaw Learning Centre Office staff 
  • Overseeing and ensuring quality and timeliness of all communication, administration and reporting to the JCC and Hluttaw Offices for ICT programming delivered through the Hluttaw Learning Centre
    • Support delivery of a final evaluation report, addressing:
    • Assessment of progress against Learning Centre aims and objectives;
    • Results achieved in capacity building of MPs and staff;
    • Guidelines for delivery of MP professional development and staff capacity development programmes;
    • Advice on current and future programming;
    • Recommendations for sustainability of the Learning Centre.
  • Conduct all duties necessary to support the Hluttaw Learning Centre and the ICT Steering Committee and meet ICT development goals and Strategic Objectives
  • Perform any other work related duties and responsibilities that may be assigned.

4. Qualifications and experience

Essential

  • A Bachelors Degree of higher in a computing major such as Computer Studies or Computer Science
  • Three years relevant work experience
  • Microsoft Office Specialist certification
  • Extensive work experience delivering ICT and computer skills training for specialized purposes to public officials
  • Strong knowledge of the role of Parliament and the system of government in the Union of Myanmar, the duties of MPs and services provided by parliamentary office departments
  • Ability to deliver core and advanced skills training in use of Microsoft Office, internet tools and skills, developing web pages and use of social media
  • Knowledge of Microsoft SharePoint
  • Proven track record in developing training curricula, training manuals, material and lesson plans, which demonstrate an understanding of training theory and practical and participatory training methodology
  • Good information management skills including ability to use and manage a range of computing software
  • Experience reporting on and evaluating training activities
  • Well-developed organization capacities and ability to work under pressure and meet strict deadlines
  • Excellent oral and written communication skills
  • Adherence to high standards of political neutrality, impartiality, confidentiality and discretion
  • Demonstrated willingness to work as part of a team in a multicultural environment
  • Fluency in written and spoken English and Myanmar

Desirable

  • Experience delivering Train the Trainer programmes including ongoing mentoring of trainees
  • Experience delivering training in Microsoft SharePoint
  • Experience designing and delivering training in ICT to MPs and parliamentary staff
  • Knowledge and Commitment to the Common Principles for Support to Parliaments

  • Assessment of progress against Hluttaw Learning Centre aims and Strategic Objectives;
  • Assessment of capacity of Hluttaw staff trainers at Union and Region and State levels to deliver ICT support to MPs and Hluttaw Office departments and results achieved through TTT;
  • Reporting on results achieved in ICT for MP Professional development and Hluttaw staff capacity development at Union and Region and State levels;
  • Guidelines for delivery of MP professional development and staff capacity development programmes
  • Advice on current and future programming;
  • Recommendations for sustainability of ICT support delivered through the Learning Centre.

6. Management

The Hluttaw Learning Centre Trainer – Parliamentary ICT Skills will work under the operational supervision of the UNDP Chief Technical Adviser (CTA) who is based in Naypyitaw and provides strategic and technical support to the PSP in coordanation with the IPU Manager, Technical Cooperation Programme, who is based in Geneva.

The Hluttaw Learning Centre Trainer – Parliamentary ICT Skills will report to the IPU Manager, Technical Cooperation Programme and will provide regular progress updates by email and Skype.

7. Location

The UNDP/IPU Parliamentary Support Program-Project Office, the Office of the Pyidaungsu Hluttaw, Zabuthiri Building, Naypyitaw, Myanmar.

Duties will be conducted in Naypyitaw.

8. Period of work:

Period of work: 1 June – 31 December 2018. Initial contracts will be issued from 1 to 30 June 2018 followed by an extension to 31 December pending confirmation of funding.

9:00am-5:00pm with one-hour lunch break; or as agreed with line manager (eight hour working day).
