Editorial content support for the IPU

The IPU is the global organization of national parliaments. It was founded more than 130 years ago as the first multilateral political organization in the world, encouraging cooperation and dialogue between all nations. Today, the IPU comprises 180 national Member Parliaments and 15 regional parliamentary bodies. It promotes democracy and helps parliaments develop into stronger, younger, greener, more gender-balanced and more innovative institutions. It also defends the human rights of parliamentarians through a dedicated committee made up of MPs from around the world.

The IPU is looking for support in producing engaging editorial content for its web, social media and digital platforms as well as for its publications and other products including video, animation, infographics, data visualizations, blogs and op-eds, news releases, and talking points.

The purpose of this Request for Proposals is to select one or more suppliers that the IPU can employ on a long term basis to meet its editorial needs. .

Objectives

Respecting the IPU’s tone and branding guidelines, the supplier(s) will be called on to produce engaging content according to the IPU’s needs and within short but realistic timelines.

Audiences

The IPU’s primary audience is the 46,000 parliamentarians in the world. Other audiences include parliamentary staff, the diplomatic corps, government, academia and media.

Languages

The IPU’s official languages are English and French.

Scope of work

The supplier(s) will work with the IPU communications team to understand needs and plan editorial content on a monthly or quarterly basis.

The supplier(s) will develop and communications content units such as video, animation, infographics, data visualizations, blogs and op-eds, reports, news releases and talking points.

The supplier(s) will help implement the content component of the IPU Communications Strategy, coordinating content development and production with a particular focus on digital products and the transfer of print to digital.

Expected overall deliverables

Under the overall guidance and supervision of the IPU Communications Director, the supplier(s) will help produce engaging editorial content according to schedule and needs of IPU Communications.

Project Timeline

Proposals will be evaluated thereafter and the supplier(s) chosen.

Content of response

Proposals should contain the following: 

  • Your company’s qualifications, credentials and bios of core team
  • Brief narrative to describe how you would approach the project
  • Portfolio demonstrating similar experience
  • Cost proposals including:

Depending on the supplier’s business, they may bid for all or just one of the four elements below:

  • Cost proposal and timeline for an op-ed of 800 words designed for a top-tier media outlet (text only)
  • Cost proposal and timeline for a 1-minute explainer video suitable for web and social media platform including 10 wires frames with images and text (including graphic design and images)  
  • Cost proposal and timeline for a visual asset for social media including 5 images and messages (including graphic design and images)
  • Cost proposal and timeline to produce 10,000-word report in English (such as an annual report) based on desk research and 5 interviews with experts and staff (text only)

Criteria for selection

The IPU will evaluate each proposal and may contact the top proposals for follow-up questions or face-to-face meeting.

The IPU will choose the supplier(s) based on the following criteria:

  • Experience of the company
  • Technical expertise and flexibility to accommodate quick turnarounds  
  • Quality of portfolio / past work 
  • Cost proposal
