Nearly every country in the world has some form of parliament. Parliamentary systems fall into two categories: bicameral and unicameral. Out of 190 national parliaments in the world, 78 are bicameral (156 chambers) and 112 are unicameral, making a total of 268 chambers of parliament with some 44,000 members of parliament. Faced with the disruptions of COVID-19, Zambia’s National Assembly shifted to hybrid meetings, mixing physical presence with digital connections. But parliamentary business remained hard to manage. A new eChamber app may be changing all that.
Digital broadcasting is central to parliamentary openness and transparency, and this relationship has only accelerated during the pandemic. But what is the relationship between digital broadcasting and ICT? And how should parliaments manage themselves? The CIP’s first ever peer-assist event, in August 2021, went deeper into these questions.
Automatic speech recognition (ASR) could simplify large amounts of parliamentary business. The Netherlands’ House of Representatives started to use such technologies in 2016, and shared its experiences with parliamentary representatives at a CIP event in September 2021.
From big data to the cloud, innovation trends are shaking up parliamentary business. And these trends have only been accelerated by the pandemic, which has seen an exponential growth of remote working and hybrid parliamentary proceedings.
